Small correction. That's not the king of Ishgard. That's the Archbishop of the Holy See of Ishgard. Ishgard is a city-state, not an empire.

Even so I Will stick to calling him a king, on a side note it doesn't need to be an empire for it to have a king or queen. Take king leroic or the king of westmarch in d3 for.example

He's officially the Holy See...but the title is equivalent to a King since Ishgard is a Theocracy.
