    It's the wrath brought upon you for having a WoW wallpaper.

    No, but seriously, this is possibly the same error I had back during beta. What caused it was that my antivirus was somehow blocking access to the patcher, not letting it modify the files or something. Go into your antivirus settings and add an exception for the patch file directory as well as the FINAL FANTASY XIV directory under Program Files.

    I disabled my anti-virus completely already, and the error still persists.
