Fix Behest Please

I think Behest should be tweaked back a little to the way it was..Allow the max number as before so that everyone that is waiting for the Behest can participate.

They did this in the hopes that people would spread out to other camps, and they increased Behest frequency to every 30 minutes to compensate for smaller parties. Increasing the max number of behest participants means increasing the max party size. It isn't gonna happen.

Adjust the difficulty of the behest by the number of players in it and add a "miniboss" to spice it up...

Isn't this how it works already?

Yoshi-P already said somewhere that Behest was gonna get a facelift as part of the changes to questing and such, so no harm in discussing it, I s'pose.
