Its often up to the affected country as to whether or not they'll accept international help for a disaster, keep in mind America is also hit with hurricanes every year. Wikipedia has an article about their responses.

EDIT: My thoughts go out to those in Japan affected by this disaster, as well as any from other countries should they be impacted heavily (luckily so far it seems this isn't the case). I know many of my friends and colleagues here in Edinburgh feel the same, and I like to think I speak for many New Zealanders around the world when I say that, too.

According to Wiki 854 million was pledged by foreign sources but only 40 million used.
Not to diminish Katrina by any means, but the scale of this disaster seems huge.
In any case, I imagine Japan needs logistical support and expertise more than anything. Although with their debt it'll be hard on them financially I'm sure.
I just wish people recover OK though millions will have suffered huge personal and financial losses.
