Shiva, the last hostile primal? Maybe not.

Ramuh was an exception as he was the only Primal who thought completely different from the rest. Shiva seems clever and thoughtful too I expect to see more complicated dialogues with her in cutscenes.
Odin was quite a big disappointment. He supposed to be something really powerful yet he downgraded to a simple fate mob without any proper cutscene or dialogue and lore.
If they are to put Alexander in this game its gonna be weird. Ishgard doesn't seem like a technologically advanced civilization like Allag so I will be curious to see they summon Alex or sit on him. Alexander supposed to be something huge and holy. It will be strange to see him act like the rest of the primals for destruction. I would rather see him protect the kingdom or Ishgard from something sinister like the Ascians or Bahamut (if he ever returns ofc) or against Omega. Though with Omega we will have 2 huge Mechs fighting each other gonna be really weird for the mostly medieval world of Eorzea.

Belias, possibly the other 11 summons from Ivalice. They said they made a list of all summons of FF to see which one they'll add. Halone possibly if Ishgard get crazy enough to summon her.

Besides Alexander, I don't think they have any good creatures left that could be given Primal or elder primal status, except Pheonix. Diablos and Siren are just regular bosses. I think Fenrir is mentioned somewhere as an elder, but if diablos and Siren don't make the cut, I don't see much hope for anything else showing up as a Primal past Shiva.

That Said, nothing stopping them from adding in Cactuars and Tonberrys and such as "Primals" like they did Mooge King. But they really won't be official Primals, just more Ascian's playing around with different summoning techniques.

I just wonder who the other beast races worship if anything. The Qurin, Mamool Ja, Goblins, Gigas/Giants, Dragons, and maybe the Imps...

Qiqirn, Goblin, Mamool Ja, and Giants all have unknown primals. The dragons worship Bahamut (this was confirmed awhile ago). Imps are voidsent, not a beast tribe.

Alexander would be pretty hard to do for a battle like the other primals. He is more like Bahamut. He will be involved in the story, but it would be hard to call him a primal battle, especially since he is not evil or dangerous.

They got it to work in XI, they can get it to work in XIV. In XI Alexander was the entirety of the Alzadaal Undersea Ruins, but his spirit could inhabit any machinery since 'Alexander' is more of a spirit than it is a being now. Also, Ramuh isn't evil in most FF games but we still fought him.

I would really like to see the FF12 summons to appear, as we've already seen a Belias Egi already (spoilers much?). Their fights were really nice.

And hopefully, we'll only encounter a few of them through the story and make the rest optional and hidden around the realm.
It could also be related to our zodiac weapons in the future, seeing as they are zodiac themed as well. I'd say we're heading that way.

Looking at the summons from FFIV and FFVI would be best, as Rydia collects a lot of them and there is an Esper village in VI. FFVII though has majority of all the primals already in game.

Considering in WKC you had to battle a boss to help a giant turtle with a city on its back to get better, I think the devs of FFXIV can do something akin to that.

Belial would probably be an anti-primal from the world of Eureka.

Shiva would be the last primal in Eorzea.
But there exist still other primals in other lands. And I think with 3.0 we discover a new land (in the sky).
I also wish that 3.0 expand the playable regions of Eorzea. Like Dravania or Gyr Abania.

They said, and I quote, "Shiva is the last Hostile primal." From the dev letters. So there will be more primals. Ramuh wasn't really hostile either, he just "Tested" us. Alexander wouldn't be "Hostile" either, he'd just be 'used' since he's a machine primal.

2.5 will be the end of the 2.0 story according to many places I've read. We'll probably see the end of Bahamut in Coils 3. Shiva is probably there to test us if we are worthy to go into Ishgard. And then there is Zodiark.

Word on the street is that Belias is an Elder primal. So fighting him might not be possible.
