If zodiark becomes more prominent in the 3.0 story I could see them using the other zodiac summons as the new "primals". Cuchulain etc could be some fun fights

I hope they don't stop making new primals. There are so many FF summons and beast tribes they have not touched on

Besides Alexander, I don't think they have any good creatures left that could be given Primal or elder primal status, except Pheonix. Diablos and Siren are just regular bosses. I think Fenrir is mentioned somewhere as an elder, but if diablos and Siren don't make the cut, I don't see much hope for anything else showing up as a Primal past Shiva.

That Said, nothing stopping them from adding in Cactuars and Tonberrys and such as "Primals" like they did Mooge King. But they really won't be official Primals, just more Ascian's playing around with different summoning techniques.

I just wonder who the other beast races worship if anything. The Qurin, Mamool Ja, Goblins, Gigas/Giants, Dragons, and maybe the Imps...

Shiva would be the last primal in Eorzea.
But there exist still other primals in other lands. And I think with 3.0 we discover a new land (in the sky).
I also wish that 3.0 expand the playable regions of Eorzea. Like Dravania or Gyr Abania.

They can always make new ones or bump some other monters to official primal status. And yes it's also because I wanna know who everybody worships (since we've only been given beast tribes quests of Primals we've fought, I don't want those to stop, they're fun).

Magus Sisters/Brothers/Quezacotl/Fenrir/Phoenix/Brynhildr/Alexander... there are many. They don't even have to be the focus of the story - 2.2's main storyline was just a drag to get to Leviathan and not quite exciting, but something like 2.3's, where Ramuh is part of the story but not the focus works a lot better.

I think 2.4 will bring shiva, and 2.5 Omega, and hopefully it will the end of this kind of memorization trials.
