Perhaps. But oddly a lot of people still farm T5/Levi Ex, atleast on my server.

Because apparently Ramuh is too hard to use their own brains?
It's personal responsibility, plus it's a bit new, I guess.
Mine was the same but lately ramuh parties are up every now and again. I finally downed like last week or the week before after partying with the same group of people when we happened to bump into one another via PF. Your server should have a bigger pool of people so I'm surprised. People don't want to do ramuh I've found for these reasons:
Ilvl of accessories
Learning curve
Better options for weapons
Frustration from people being unable to get past the adds
Hunts(sands of time)
Extreme was done all wrong and all the chances to entice people completely missed. Like we just had an update and they did nothing to get people more interested. All I can tell you is keep trying, form a primal LS or something I know there are people who feel as you do and want to do it, you just have to find them. :\
Ps: come time for shiva I suspect we shall see PF lit up. People will sing purple rain a lot more. (Unless they allow you to skip Ramuh..)

Ramuh does drop Weapons. Higher level than both unless you're fortunate to have a Whorl Mirror-- if that's what they're called. I don't think I've ever seen one.
I've cleared Ramuh once and saw Paladin shield, SMN Book, and Monk ring drop. I don't think they're as rare as people think.
Yes forgot to add that part and edited my previous post. The rate on Ramuh's weapons isn't good enough to rely on it for a farming status while in the other hand, T5 and Levi ones are 100%.
Rate isn't that bad. You will see a wep before you see a whorl mirror at least in my farm I saw them way more often than not.
