I can only really comment on Battle Regimens, so I'll start there.

Battle Regimens are very effective. Time was that I'd go eft hunting in The Black Shroud with my LS mates, I told them about BRs and how to use them, and the gains we saw in DMG output as well as enfeebles to mobs pretty much ensured that we wouldn't party without using them constantly.

Problem is that people don't want to give them a shot, since they were pretty messed up when the game first released, and most people don't know how to use them(which is insanely easy, by the way). As of yet, the battle director for the game has stated that he won't be tackling battle regimens just yet, so as a new player, your best bet is to "preach the word" so to speak on the use of battle regimens.

Aside from that, we know that Yoshida is looking into implementing better tutorials and even tutorial dungeons(I think that's what I read) for rank 10 - 18.

Regimen of Ruin (Physical Defense Down) gives you 5-10 extra points of damage per hit but you lose out on 5-10 seconds of DPS time adding it to the mob each time it wears off. If you could get that 2-3k spike damage at the end of your Regimen of Ruin > x8 staggered weaponskills still it would be more widely used. Alas those days are gone and so will BR in the near future.

Also wrong. BRs worked perfectly fine for the implementation of the December NM patch and beyond until they reduced party size down to 8. Linkshells that knew the game mechanics and how they worked used them heavily.
