I have read the Japanese patch notes (I always check it when in doubt) - unfortunately it says IL70 and above, not below.

Think this is not really true. Regardless ilevel, it's still level 50 gears/weapons in the end. Chances of tier IV are still low.
Oh... and besides, DoH/DoL don't have ilevel 70+ that's convertible.
If the patch notes are accurate (don't discount the JP version having the clerical error, as the other versions are likely built off of them via translation), they're likely to catch all kinds of hell, given that the reality simply means that they nerfed the conversion of i70 gear to possibly give tier IIIs, and the only way to assure a tier IV is via (expensive to buy and painful to craft) i90 equipment. Combined with the spiritbond nerf, the price of tier IV will basically skyrocket.
The playerbase is not going to be amused when a 50% chance Savage Might IV meld to finish a novus costs two million gil or more for each attempt.

in the end, making level 45+ accessories/belt are still better overal and fast spiritbonding too, especially with HQ. I never bothered inserting materias for spiritbonding.

Let me hope for a few seconds that the ilvl 90 will give more than 1 materia IV...![]()

Quite... If I was looking to make changes to spiritbonding, a way to make IV materia more expensive wouldn't be the first thing I'd consider.
I'm not thrilled with either of the changed in that area - one seems like an overreaction to a few players who were taking things too far, and this is an unwanted effort to push people to craft even more expensive gear to try to get rank IV materia.

What we have now already the easier version compared to what we deal with 1.0. Harder to HQ, spiritbonding takes around twice as much as the effort we did in ARR.
In the end, we all do wish lady luck favors ours over RNGs. lol
That's not exactly a ringing endorsement. >_>
Not really.. wolf room in 1.0 was vastly superior
