    When you weave, you will see the +FS at the beginning of your 0.5s wait.
    When you wait, you will see the +FS at the end of your ~0.5s wait.

    Which can you react to quicker?

    Also the bolt has the same travel time at any distance.

    Except, you're wrong. The FS proc appears at the end of .5s either way.
