It should, but maybe not too well. That 720m is an entry level offering to the 700 Series. If you have options, I would shoot for maybe a 750 or better at least. Better underlying support for the graphics processor and such. The last two numbers in both the nVidia and ATI/AMD model numbers is an important indicator of the feature level of the card within it's family (lower numbers are low power consumption models, higher numbers consume more power because they are geared for better performance and have better memory/shader/pipeline architectures).
The 720m scored 570 on average at Passmark. By the same tests, Intel HD 4600 averages just over 600. A GT750m will break 1500 on the same benchmark. I play it just fine on a GTX 670MX with some toning down of some eye candy (35-40 FPS or better) and it scored 2118 by the same benchmark.
Here's a link to their videocards page. You can pick a list and just browse, or you can search for a specific model for comparisons. If using the search, don't worry about putting in the full name. You can just put in the main part of the number for the most part (like 670mx) and it will pop up suggestions that you can select from.

Ideally, I would recommend shooting for something at least around the 2000 mark from their lists for a laptop if you can swing it. The more demand you can pull off of the CPU the better. Technically, something above 1200 should be tolerable (that's around the level of an ATI 4800 or a GF 8400 series in a PC), but you are going to have to pare down the settings so much just to get a decent frame rate... you may want to invest in something with more gusto not only for this game, but for future-proofing as well.

While I in no way advocate against future proofing, as a basis for comparison, I took this opportunity to look up my own laptop's specs... and I can say with a fair amount of certainty that you should be fine. That is, fine to get through content.... not necessarily always enjoying the view. I largely prefer my PC, but when that's not available, my gear looks like this.

Now this GPU averages 505 on Passmark... which is kinda abysmal, but I'll tell ya what... It's gotten me up to ex Primals and the first coil without too much trouble. I have had to adjust some settings to get the most out of my performance, but the impact on quality of play is mostly negligible. Your listed specs outclass my dated laptop in every respect, I highly doubt you NEED anything better right off. Basically, if it comes to buying a new comp, or using what you have... I'd save your money for a bit. But if you're looking to buy the listed specs, maybe look into investing a tier or two up in graphics.

I was going to buy a laptop with this gpu because im going abroad, but i feel its not worth the money to buy new one..so i'll buy something more expensive that runs on a much better gpu...thanks you your time guys
There's other thing you might want to consider using a laptop though. One thing that a desktop can't beat: mobility. You would feel more comfortable playing it anywhere, anytime.
I've tested ARR recently on my lil sis laptop which has GeForce 520M, it was already like 2 years old. Had to set config to minimum though, but the difference wasn't that drastic compared with me playing on desktop with max settings. And playing content like Titan extreme or Coils feels smooth too.
If you got a bargain price for that, it would worth it. Especially if you can get a lighter one (below 2 kg). ^^
And if I have to choose, I pick laptop over desktop since... I had to admit that I'm not young anymore and dekstop feels a bit tired. lol
Right now, I sometimes switch to my old laptop (only has G210M) for doing lighter stuff that is not like Titan or Coils. But I do plan to get new one in future. ^^

Mine is NVIDIA GeForce GT 555M, FFXIV runs fine in Standard Laptop settings. But mine has 8gb RAM and also an i5.

So mine is also in Low-Midrange Graphics Cards but can still run FFXIV fine with some settings adjustment.
However, Im still planning to buy a high end laptop so I can enjoy in highest possible settings in high FPS.
