Party member withdrawal spam needs to stop

    and so on

Something needs to be done with people who purposely withdraw from the duty to troll. Maybe implement a penalty for withdrawing 3 times in a short period of time because this is getting extremely annoying. Yesterday, there were about 34 withdrawals within like 2-3 minutes.

Troll withdrawing is far less common then genuine / innocent withdraws. IMO it could bring more harm then good or more work to the GM that could be spent elsewhere.

The only thing that will stop it is not showing the "in-progress" anymore. Take the option out and filter people into dungeons as spots are opened like every other game on the planet does. This is precisely the reason Blizzard took it back out when they thought it would be a good idea - people fishing to in-progress runs (and by people, I mean tanks) and withdrawing from fresh ones. Wanting to punish people for using a system is the wrong approach. Fixing the system is the correct approach.

Or just let people enter the arena/raid when at least 80% (or any number you feel the best) accepted.
If people leave, just get the next one registering in DF.

34 Withradws in a row is definitelly not "innocent". Those are simply selfish basteward players fishing for easy in progress dungeons (mainly tanks and healers) to "save" their precious time on DRs! And I fully agree that penalty system should be introduced for the consequent withdrawals:

    1st: 1 minute.
    2nd: 5 minutes
    3rd: 20 minutes
    4th: 60 minutes
    5th: 2 hours
    and so on.

And - before all the defenders of "genuine" (multiply!) withdrawals flods in - no - it's not the same as if you've not joined the DR / DF at all as you're wasting everybody's else time by the stream of constant duty pop-ups hence prohibiting them from any other in game or IRL activity. If you have IRL (or in game) reason to decline first (and even second) penalty is so low that it would not affect you anyway (and if you're busy you shouldn't re-queue right away, right?). And if you're low life looking for cheap score - well then you've been dealt with. In the previous threads all the "defenders" were trying to provide various (fake / unrealistic) reasons why the penalty system would harm the genuine players but I'm still to see single reall one.

If it's not clear already, the primary reason people do this is they are trying to leech a join in progress (mostly Tower runs) untill SE does something, it's something you have to deal with, i just started not even bothering "accepting" untill it stays up for at LEAST 20 seconds, by that time i know everyone is commited and any withdralws are likely legit afkers. or people who couldn't change jobs in time.

Sure, but I'd still like to see people filtered into dungeons properly instead of just letting tanks and healers exploit the system. Put them in a dungeon and if they want to bail, then they can eat the penalty. There is no reason to encourage people to exploit.

Tanks and healers (mostly tanks because as healer even i get some lengthy ques) suffer from the "princess" effect, where they are used to getting what they want, quickly, so they will abuse it. I highly doubt a DPS would do this, as we know full well how great the wait times are for them.

However they are not above leaving for selfish reasons.

In other words, Selfish will be selfish. They don't need to be encouraged. they are born with the gift.

Your time table scales a bit too fast but I like the idea. Withdrawing should give a penalty. Once or twice ... I can understand. I myself have gone AFK on the exact time the DF finally pops up and missed it, specially as DD which can take over 30 minutes. However missing it more than once or twice is highly unlikely. 30+ times is just intentional and should be reprimanded. Not only does a penalty ensure OTHER tanks have a chance to get in front but it also makes sure these self-centered tools have to at least consider the fact they'd probably just be wasting more time by continuously dropping and waiting for the penalty than just sucking it up and contribute to society while getting their rewards.

(dammit Square, stop with the dam character limits already!!!)

Lets be realistic the best rewards come at the end of the dungeon so you either make the drops random and or make it that there is an extra chest choice waiting for players that did the whole dungeon as a reward but 1 week lock outs still apply.
