    Why would a tank want a chest with skill speed and determination when the Noct Lorica has Accuracy & Parry (plain better) and more VIT/STR/DEF/MDEF?

    The theory is Det/SS overcomes the lower strength so you do a bit more damage. If you're already at acc cap you want more other secondaries and if you're at a fairly high average ilvl there's not much need for the vit/armor. Parry just isn't worth worrying over.

    I sort of agree, but i wouldn't waste a ST pick on it when I could oil a DPS accessory or something.

    I'm guessing the stat weights favor Phlegethon's ever so slightly for damage output if acc can be capped w/o Noct Lorica; iirc, 5 Det was about equal to 1 STR. I would hardly call any secondary [outside of acc while under cap] "plain better" as well.
