I empathize, I understand very well how frustrating it is to be waiting for DF to pop and someone withdraws before you get the chance to move your mouse, much less click "Commence". I suspect that it is tanks or healers doing this because they're not getting insta-queues or they don't want certain dungeons. It's even more annoying this happens after a few times and then you're kicked from the queue and you have to re-register. As for the staff doing something about it, I don't think they can. Implementing a punishment timer, while it might seem like justice, would only make queue times longer and/ or discourage much-needed roles from joining to begin with.

I disagree, even if these people fishing for runs in progress refrain from queueing at all (unlikely) it would have little impact on people wanting to do a full run, they are not going to stay for your full run queue, all they want is a quick run at the last boss. Every time they attempt to queue they take a slot that could be used by someone who is looking for a full run.

If anything, a punishment would encourage (force?) them to stick to whatever they get.
