    I don't know if your post is complete, but I'm pretty sure the combination of players playing on PC and PS4 is way greater than the ones playing on PS3, and PS4 could surely benefit from the client improvements and DX11 ready cards are available since 2009, so I'd say most of the PC players have a DX11 ready graphics card, so with most certainty I'd say the majority of the players of the game would benefit having a 64b DX11 client.
