Another dex-based class would, right now, make a lot of sense. There's 2 str DPS, 2 int DPS, 2 mnd healers, 2 vit tanks, and 1 dex DPS. Another dex DPS would even out the gear a bit.
Some people think it fits more thematically, and it does (seeing a ninja clobbering something with a ton of strength isn't what most people think of when they think of a ninja fighting.) The thing is, they can make the armor say Strength and still show the Ninja animations be graceful, speedy and precise to fit that assumed aesthetic.
I imagine it'll be Strength, since the decisions for a lot of things in this game are meant to cater to newer players and switching up a single melee class to have their damage scale with dexterity instead of strength could be confusing for some people.
