    Yes, it does make more sense OP. Unfortunately, it isn't our call though.

    THM are basically priests. Granted they are much darker than we would ever expect a WHM to be, however they are the ones who preside over life and death, dark and light, not Conjurers. Even the name Thaumaturge means miracle worker. The definition of miracle: A surprising and welcome event that is not explicable by natural or scientific laws and is considered to be divine. Conjurer, on the other hand, means sorcerer.

    These changes to raise make it almost certain CON is going to end up the WHM archetype since it wouldn't be very logical to add these raise spells only to remove them when the job changes go through in a later patch. If this is true, I don't agree with the decision but it is their game. They can do what they want. I just hope they move all the elemental spells over to THMs so they aren't cross classing their main skills from CON just to make BLM work.

    And there lies the key problem with Conjurer White Mages. In such a scenario, who is going to be the Black Mage?? Thaumaturge, in both abilities and lore, has no connection to elemental spirits, philosophy, or magic.

    So the Development Team would have to move all elemental spells (and their new AoE variants) from Conjurers and the Conjury Guild to Thaumaturges and the Thaumaturgy Guild. That's 33 spells and abilities!!

    And that just system mechanics. The development Team would then have to explain why the Conjurers lost all their elemental powers, while the Thaumaturges gained them.

    Still, if the Development Team went ahead with this, I would personally like to to see something along the lines of the Thaumaturge Guild stealing some artifact (e.g. the Starheart) that gave the Conjury Guild power over the elements, thus depriving conjurers of their elemental abilities and gaining it for themselves. Or that the Conjury Guild's pacts with the elemental spirits expired and the Thaumaturge Guild was able to sign a pact with them before the Conjury Guild had a chance to renew. The Thaumaturge Guild is all about shady dealing and contracts, so I wouldn't put either scenario past them.
