You will find that SE designed these classes starting from Lv.50 and then just removed abilities as they de-leveled them to 1. The gameplay at 50 feels much better, as you have just the right number of spells and abilities without it feeling cluttered.

Prior to 50 though, many classes feel incomplete. This is most glaringly obvious at low levels, but the feeling continues until lv.30 or 35. At that point, dps start getting big changes to their main damage mechanics, tanks get more defensive/enmity options, and healers become more capable with healing output/mitigation.

You'll never feel it more than when you're forced to run a low-level DF after playing 50 on the class.

Even at one new spell every several levels, they do start to add up eventually. And even that basic "2 dots" piece of the pattern you already have can get more complex when you're cycling between multiple mobs trying to maintain those DoTs on all of them.

I think it's only glaringly obvious when you're level-synced down to those low levels after gaining and using high-level skills the rest of the time. The skills work together well enough each step of the way, but after you're at a high enough level to get the advanced skills, it's awkward to sometimes have access to them and other times not.
