Suguesstion: Mae a PvP skill for each class useable for PvE

Hello. here wanting to know if its possible to make a PvP skill (like say Phantom Dart) useable for PvE? I think some skills (Phantom Dart) are or can be easily balanced for PvE content and in BLM's case Phantom Dart can easily improve their DPS against single target enemies.

If you fear the potental for abuse if gotten too soon you could try tying theor obtaiment to their use in Frontlines or tying it a Wolf mark item that can only be used on one PvP skill per class.
