Just download whatever program it is (Mumble, Teamspeak, Vent) on your cellphone, that's what I did and it works perfectly fine.

Not only is this the wrong forum, but the wrong website to discuss this. What you want to do is go to www.teamspeak.com, www.ventrilo.com, and www.mumble.com to voice your concern there.Yes - bringing this topic up again.
I been noticing a lot more recently how voice chat has become end-game recommended. I like voice chat myself - it makes sense when things are moving fast and communication is essential.
I also been noticing how its very hard to maintain good communication with PS4 players who either don't have a PC or laptop for a 3rd party voice chat or even a keyboard. That's right - quite a few of the new players don't even have keyboards and just rely on the Playstation chat.
What do you do when it comes to end game? "Hey PS4 player in our Coil party, just jump up once for yes or jump up twice for no" "After your turn on the silence rotation, run around in circles so we know you went"
I am even seeing Party Finder requirements for "Know the fight and PS4 chat only"
The PS4 console looks fantastic with its game play graphics. But if you really want to call this game multi platformed - best make sure one system doesn't lack what another has.
You might even need to go to www.playstation.com to get them to do multitasking support (if the PS4 doesn't have this, I don't own one so I don't know). Its probably possible as I know for a fact that TS3 has multi-platform support from Cellphone apps to PC. Basically Cellphone and PC users can talk on the same TS3 server.
All SE can do is offer voice ingame. But players on PC are probably still going to use Teamspeak, Mumble, or Vent which leaves PS4 players to their own group. Other MMOs have VOIP but the third party programs are still preferred. Even in Planetside 2 where the ingame voice is actually quite good, players are still using TS.
An option for PS4 players is simply to use a bluetooth headset with their cellphones and download the Teamspeak app (no idea if one exists for Vent or Mumble). Use your home's wifi to avoid data charges.
Just looked at the TeamSpeak3 app for iOS, got horrible reviews. the mumble and vent app made by pandaris BVBA only have 14 reviews but higher than TeamSpeak3
No PC player would use a ingame voice-chat while better programms like TS3 or Mumble exist.
So a ingame voice-chat would solve nothing
Here's my review of it:
It works great as long as you have a decent connection to 4G or Wifi. If that connection stutters at all you will get poor performance. What that means is if you're riding around in a car, like a buddy of mine did, while in TS3, you will get some bad reception or come out staticy. If you're sitting at home, connected through Wifi, you will probably have no issues unless you're far away from the wireless router.
I've only been able to personally dink around with the Android version. But the guy I mention before used the iOS version.
It may be a small demographic but there are a few people who are deaf/hearing impaired. Seeing all the "TS3 MANDATORY/HAVE MUMBLE/etc..." in party finder is a little ridiculous. I even confronted said individuals about the idea and asking them about those with hearing issues. All I got was snarky responses like "tough luck lolol, then they can find another party. not my problem." and various others. I know quite a few players who are probably some of the best iv'e seen and they get the boot as soon as they say anything in chat about it. This isn't just a PC vs Console issue. It's a matter of players who refuse to go outside their shell to accommodate their fellow players. I understand that voicechat can make A WORLD of difference but it's by no means necessary and the sooner (albeit inevitably impossible) that the community realizes this and is willing to not be selfish the better we will be as a whole.
I would like to see this happen honestly. But a forum owned by SE isn't the place to pitch it. You would have better luck posting on a Sony forum and suggesting that Sony come up with some kind of software for the PC that lets it connect with the PS4's chat.Yes - bringing this topic up again.

Or convince TS, Mumble, Skype devs to port the software on PS4. Does Sony prohibit third party apps like these?
Not using voice chat programs outside of the playstation, I get. Not using a 10 buck keyboard is just laziness or something. :/
I would imagine ps4 only groups are due to the chat built into the system. I use it all the time myself. I found running any other program (skype, TS, etc.) on a phone or netbook just leads to fiddly technical difficulties and I'd much rather use that time to game. >.> Just my $.02.
