It isn't random. The moogle quest requires you to 'know', or rather the NPC 'know' you.I found the problem! Here's how to get the minion: Do all the quests the Moogle gives you but you also have to have this completely random sidequest done:
Doing the Dirty Work by Marcette
Central Shroud -Sorrel Haven (16,18)
He gave me other quests at first too, apparently I had not done them either but once Doing the Dirty work appeared and I did it, and went back to Limsa, the Moogle was back! ^.^
Player

It IS random!
There is absolutely no way to know that you have to complete all those garbage quests before the delivery moogle with the quest containing mole minion appears again, especially for the players whose starting cities were Ul'dah and Limsa Lominsa!
It is a mistake on the dev side and it is quite insulting

Thwack-a-Mole
Disciple of War or Magic level 50
Limsa Lominsa - Lower Decks (X:10 Y:11)
NPC: Deputy Postmoogle
Players must first complete the quests "Spirits Most Foul" and "Doing the Dirty Work."
"
From the patch notes.
The ability to complete a quest should not have to rely on people reading the patch notes.
The way the Moogle just disappears makes you think "Oh, I guess I am done here." instead of "Maybe there is a quest in a random place of the world that I have not completed yet which I need to do for the Moogle to mysteriously return."

Some filler fetch quest like you call them sure have lame objectives but have some nice story or fun dialogues, it's your problem if you skip it just for the exp.
Here's a little reminder, you're playing a FF; minor char always have nice/funny/interesting stuff to say.
The quest we are talking about is on the way to get haukke, way past the point where all cities have the same story and again, it's your problem that you skipped content, moogle quest is only about story so it's to be expected that you need the NPC to know you and you to know them. The ability to complete a quest should not have to rely on people reading the patch notes.

You skipped content? Too bad, this is not the only feature in this patch that requires you to actually read the story to enjoy it fully.
Oh and btw, if you talk to the delivery moogle he'll tell you that he has no work for you ATM and that he'll wait for you at the usual spot when he'll have a new job for you, again, you need to talk to npc to know that.

it doesn't. i didn't have to reference the patch notes when i did the quests. you're simply not asked to deliver mail to someone you haven't met yet. fortunately, i met this character already.
it's not filler since it's not part of the main story. quests that expand upon the characters and lore of the world should be welcome in most forms. this quest is totally optional so it doesn't "fill" anything.

You do realize, that only a small percentage of the playerbase are thoroughly reading those patch notes, right ?
It would be best for everyone to just keep that moogle in Limsa with the Thwack-a-Mole quest, and when you would try to accept that quest it could show you this: Players must first complete the quests "Spirits Most Foul" and "Doing the Dirty Work."

You sure do whine a lot over something so dumb.It IS random!

I'm not finished these quests but with the exception of some of the class/job quests and the latest content (which I am going through but not rushing so still lots to do), I've scoured the world looking for quests and had fun while doing it.
I am LOVING the moogle side stories so far. It seemed many of these NPC's had been forgotten about so it was great seeing them get fleshed out ^_^
