I think the issue is that mat drops from dungeons have a very small window of uses. They're there to craft with or sell; that's it.

On the other hand, gear drops have several more uses:
-Turned into seals to put toward any GC item including Philo mats
-Desynth fodder
-Money making
-Used to gear up lowbie alts/new players quicker than only buying Myth/Soldiery
-Used for Glamour

What's more, now these dungeons even have accessories diluting the loot tables in addition to the philo mats. The odds now of getting a specific piece is far worse than it was with the last wave of dungeons. I've capped Myth several times trying to pick up these sets, and I still don't even have a complete set of any of the new i80. I could have geared an entire job with Myth, or even have made a few i90 crafted with all the myth I got. I'd be halfway through another Animus if I were working on one. What's more, you could take DPS queues into account. 15 minutes for a single attempt is too much when what you want has next to no chance of dropping.

Philo mats and/or i80 accessories should really be relegated to minor or bonus chests. As it is now, the system just wears at everyone's patience. There's plenty of things for us to grind and beat our heads against, dungeons really don't have to be one of them, SE
