While I don't bet that the Hunt mobs are agressive...but I have a sneaking suspicion part of the story is missing. Especially the part where you "Defend ourselves from the words of the horde" I can only see so many ways that may have went south and wound up with you being reported...and for good reason.
There is nothing to miss, the tank in the horde was being inappropriate and provoked the mob pulling it away so they could get credit, honestly from what I've read tanks have the easiest time getting full credit, they can just use provoke and have enmity gains that equate enough to gain credit for the mob because that counts as their "input to tanking the mob".

I hope the OP did report this player and they know who did it cause they should get banned or at least penalized for their actions, On top of that, SE does have to change it just like FATEs now where provoke just shouldn't be working on these mobs cause of an exploit like this in which the purpose is to ruin another players experience all cause the other person wants to always claim full credit and control the situation.

Provoke doesn't work on claimed Hunt marks. So - what...?

If you are on the threat table, provoke works, at least on all that I have come across, the way I have found to counter this is just go as warrior, keep defiance on, and overpower like mad, if someone does get threat and start to pull it away, Holmgang then provoke and back to overpower. If the group is waiting on someone, but they see that it isn't going to be reset, they will unload on it so they can get their reward, because in the end, they don't care anymore about that person they were waiting on than you do.

    Perhaps that's all it is.

I've never had Voke stick. I don't care for the attitude a lot of people are taking towards this content. B ranks are solo or light party x(

Provoke does not work on Hunt mobs; they have the same resistance to it as FATE bosses (there's actually a little "Resist" pop-up text on the mob when you use it). It was done to prevent the issue of troll tanks provoking a FATE boss at 5% and resetting it; this adjustment was made towards the end of beta if I remember correctly (you actually could provoke them way back in the day). The OP likely pulled on a non-tank job, and the resetting tank was able to snap aggro over him fairly quickly is my guess.
