Sony can't limit something that doesn't even go through their servers.Sony can limit the amount of bandwidth used by it's users just as I can create a website limiting download speads to 128kbps or the same with upload speeds depending on the server connections. Maybe you should research a little more on how web inter-connectivity works :P. Capping download speed limits on connections is quite frequent in the technology world, especially on pay for premium services like Rapidshare where premium members get access to faster download speeds. While it doesn't impact your true internet speed to other services it limits downloads/uploads to their specific servers.
You act like it's completely impossible to do. I can think of a dozen ways this could easily be accomplished. Limiting passthrough on a device [PS4] will limit all connections with that specific device but not on a network. Device passthrough or even application specific passthroughs can be limited easily by the application or device owner or remote commands/algorythms.

Also you should learn what negativity really is before making that claim on the last line.
Id say Wireless is your main prob that or how close is your router to your PS4? id try 1 moving closer to it or 2 try wired and see if the lags still there. Iv been playing on the ps4 and i have never had any bad lag {not to say psn is not bad at times as it can be}
