To me they don't seem to have a strong red thread going through the scattered quests but there are still plenty of patches to crank up the drama.

Not happy with current gear, but even less happy with the Atma and beyond progression, so not touching it.
If 2.0-2.3 is *halfway* the story content must be colossal, if it's to be fit into just 2 more patches; most of the story, is in 2.0.putting it together for the storyline
Main Story 2.X
- 2.3 is the mid point of 2.X story so looks like 2.5 will be the ending for 2.X and then we will obtain 3.0 for expansion after 2.5
Crystal Tower
- Now it is officially confirmed CT 3rd Raid will be the last CT raid so now we wait for 2.5 to enter the World of Darkness and fight the Cloud of Darkness.
2,1-2,3 put together, isnt as much as is in 2.0 (looking at XIVDB, there's 238 quests, in Umbral Era chain, which is 2.0. and 57 in Astral Era, which is 2,1-2,3. Together that's 295 quests.)
Although lots of the quests in 2.0, were shitty fillers, like the whole banquet thing, for yourself, before Titan.
But doubling the story content, in just 2 patches.....hmmm....
2.4 and 2.5 won't be large since 2.X storyline are a continuation of the 2.0 storyline showing the after math of 2.0 events and setting the stage for 3.0 storyline.
Think of 2.X storyline like the OVAs of Animes.
As of now it appears the only Large storyline will be the X.0 Storylines while the X.X storylines serve as continuations and stage setters for what will happen in the next X.0 Storyline showing glimps and lores of upcoming Major Protagonists and Antagonists.
The disillusion is strong in this one.S rank marks are quite tough, so please challenge them only after you have recruited enough people through Shouts.

They probably shouldn't do stuff on the fly. Not very well thought out.For example, the "Hunt" that was introduced in the latest patch was not something that we had originally planned for. It came about as a result of our discussions held right after the release of Patch 2.2 over what, where and how we can introduce new contents for specific player populations. So decisions regarding new contents are sometimes made on the fly like this as we examine the current state of the game.

Expansions are essentially there own game within a MMO game. I mean sure there will be lore before the expansion comes out about " New lands and the dangers within them" told by NPCs.
I believe the story will wrap up in 2.X storyline. and 3.X story will begin on it's own not with the help of 2.X story.
Story will probably wrap up with the adventurers saving Ishgard from their demise and as a reward they allow you into their City-State. 3.X will probably start there as they are still at war with the Dragons.
My prediction anyways :P
Dungeons that are already level 50 will never receive a "Hard mode." Hard mode is nearly synonymous with "level 50." Those dungeons were essentially the only hard mode dungeons at launch.Going on their plan of doing 2 HM dungeons per patch + 1 new one, that would put them out to 2.7, but if they plan on 2.5 being the final, I'd expect Amdapor Keep and Wanderer's Palace to not get hard versions, and then probably Cutter's Cry and The Sunken Temple of Qarn to not get hard versions since they are non-story optional dungeons.
Lots of good information though, I can't wait for the Live Letter, so they can start teasing out some more 2.4 stuff leading up to the next one

Well, since introducing a new class requires some fairly long-term planning, I wouldn't hold my breath for another one. Now if we delay the expansion pack, then maybe.... (laugh).
