    Yes, Well Ramuh charms two random people (well we are guessing that it is based off the two characters thats furthest away from him) and in order to cleanse the charm debuff a person that is targeted by thunderstorm has to hit the two players with it. Its basically to not cause confusion since from 1 to 6 people can get targeted by thunderstorm and everyone running trying to cleanse and wiping the party.

    Thats what i figured, but it seemed like anyone who was being target with terror was running to Ramuh anyways.
