    Thing is: Weekly Lockout on Elite Marks. It's not good design if your players are expected to avoid the system 6 days a week simply because of a decision to throw in FATEs yet again, but it doesn't sound like it's actually FATEs.

    Just a lockout on the billboard added rewards. Players still get seals (and a chance at item drops) from killing elite marks.

    You misunderstood. Elite Mark Bills may or may not be tied to a given FATE, that wasn't clarified. Only the Regular Mark Bills were quoted as possibly being tied to a FATE, which are updated daily. Regardless, the NMs that appear for Elite Mark Bills can spawn anywhere, anytime, similar to NMs in FFXI. They will drop Allied Marks.

    So let's say the Elite Mark Bill calls for an NM that is only available in a FATE (doubtful, but let's go for it). You don't like that. You can still look for other NMs, and still get seals. The only reason the Bills are in place is to keep people who have less time to hunt able to stay up to speed.
