I'm actually looking forward to the new highlander hairstyle. I had a hard time getting one that I was "ok" with.

Yep, it's the very one. And the one the Midlander woman wears is the Elezen female one.

Following their current logic the two elezen haircut (1male 1female) will be adapted to every race and the highlander got the new haircuts (something like 4 usually).

As they stated before, each patch got haircuts from one race adapted to others and focus new haircuts to one race.

And the order seem obvious now. Roegadyn were first, Elezen second, Highlander 3rd. they are going by popularity, from less played to most played.

Next should be Hyur then lalafell and finally miqo'te (not really sure about miqo'te and lalafell as I know Lalafell are more popular with Japanese players)

I think you mean Highlanders. I posted the pattern of the hairstyle patches in a previous post on this thread, and you're not too far off. We don't know yet if 2.3's exclusive hairstyles will be only Highlanders or Hyur altogether (Highlanders and Midlanders are sometimes treated as two separated races, for example with emotes). Whether 2.5 will be Miqo'te or Lalafell is still unknown, and it doesn't really depend on popularity.

Also as SE followed popularity until now I think it's safe to assume they do this to add appeal to race less played. Like when they add mount for jobs.
