They have emergency maintenances for fixing the NPC price of fish hooks, but this just gets ignored?

Well it hasn't been ignored exactly.
Because of the crafting leve and guild mark changes I think this might happen:
Blacksmiths, Armorsmiths will flock to Limsa to get their buffs and Miners may want to sell ore to the grinders that will be there. Since those crafters will be in limsa looking for ore and getting their marks and buffs they may keep their retainers there to sell their metallic goods to other Armorers and Smiths.
Cooks might be a little trickier or Limsa will become the place to buy food when they fix it....
Leatherworkers and Carpenters don't combine as well as Smiths and Armorers but for the most part the above applies here. Botanists would sell their wood here for the Carpenter grinders, various hides would be here as well.
Thought change: As I was writing this I realized that all the crafts are so dependent on each other that until we have a mail system or a unified market where I can put my retainer in Grid and someone in Limsa can buy my stuff Ul'dah will still be where everyone goes to sell their stuff simply because everything will be there. The marks and leve changes won't be enough to keep people in other cities.

They definitely need to connect all the Market Wards. Not only would cause less strain on the Ul'dah wards, but it would, in addition to the changes already planned, further encourage people to go to the other city-states. To me, this is the only solution that makes sense with the current system.
i agree with this
But also want toi say wqe have international servers. So a dead server at a cettain time might not always hold true all the time. I've always seen people at various times. We also share our servers with euro and japanese.
I have seen retainers that are not selling stuff, still standing in the wards. I thought they where supposed to be removed upon running out of items to sell?
They don't stay up unless you have something in there for sale in the first place. IONO~ think this needs to be looked into.
I have thought the same thing. Unless they unify the markets it will always be a mess. Mail system will help but won't solve the problem exactly.Thought change: As I was writing this I realized that all the crafts are so dependent on each other that until we have a mail system or a unified market where I can put my retainer in Grid and someone in Limsa can buy my stuff Ul'dah will still be where everyone goes to sell their stuff simply because everything will be there.
