Inactive chracters occupying the most valuable unique resource - character name.The flaw of your logic is that characters that are inactive for long periods of time aren't occupying space that could be used by people that actually play the game.
Like I mentioned (and you completely ignored) what exactly is the answer? Keep unused houses up forever? So eventually we might end up with full "ghost wards" occupied by people that left the game years ago?
There are many requests of chnaging character name, name space would be a issue later.
By deleting inactive characters>the FC and the house, there will be no unused house.
