That's true but we all know that out of convenience everyone lives in Ul'Dah, which means putting your bazaar anywhere else is leading to either less profit or just slower sales.
While it does mean slower sales, you'd be doing the other cities a service in stimulating the economy in that area.
This could then possibly lead to more people using the other wards.
