    Why would you want Steal to steal an item? If I were to design THF as a job, I would have Steal work like a debuff, such as having Steal - Arms would lower the damage dealt by target while increasing your damage, Steal - Armor would increase damage taken by target while increasing your defense, and then have Mug do damage while grant a temporary buff which would then combo into Throw or Hide, which does either massive damage or enmity drop respectively. 5 actions right there, perfect for all the job quests needed.

    Because I didn't want to make Thief be required for endgame as well as certain debuffs don't work in endgame. They took increase damage taken from bard and moved it to warrior so I don't think it'd be a good idea to turn around and put that on thief. Enmity drop might be nice.

    The other reason was to keep thief a bit iconic in terms of skills.
