The biggest problem I see with this design is that the UAT, sands, and oil will certainly count as your 1 item per week and nearly everyone is going to hold out for those, meaning tons of gear hitting the floor right away and everyone competing for the same drop. At least those items will likely allow for people to upgrade something. Hopefully the tome rewards are good enough that it doesn't feel like a ridiculous waste of time to run CT repeatedly all week to get UAT/ sand/ oil when they're added. I might gear up an alt, but I'm not even particularly certain of that.
