Personally I think they should make the cutscenes unskippable, IMO if you want to farm mythology tomestones there are more than enough other methods to do so without rushing newbies through story content.

SE, the people that make the game and decide the rules, disagree. Not only do they let us skip cutscenes, they gave us an option to auto skip them, and an option for people that want to watch cutscenes to form their own party for that, and that one isn't in duty finder, it's in the party finder.

System Menu -> Character Configuration -> General Tab -> You should see the option there to auto skip cutscenes you have already watched.
