    I have done the following:

    - restarted my pc
    - restarted my router
    - waited until offpeak hours
    - flushed my DNS
    - changed my DNS to the public google ones
    - deleted the partially downloaded file and started again
    - reset Internet Explorer and wiped the cache
    - opened ALL of the ports for FFXIV

    I have spoken to support 3 times: I was told to do all of these things, but none of them have worked. They also won't give me a refund on the 1 month game time I bought yesterday. They finished by saying that it is Virgin Media's fault and I should contact them.

    Awful customer servier, no resolution, no explanation. I guess I won't be coming back to this game then.

    Have you lowered the security settings in Internet Explorer?

    Internet Options

    Security and go low as possible, see if that does the trick?

    Delete 4e9a232b, or everything.
    Download a new patcher from http://www.finalfantasyxiv.com/playersdownload/na/
    Install new patcher & update client.

    I have just tried:

    -totally disabling Windows Firewall
    -lowering IE security settings to as low as possible (only have the option of High, Medium-High, or Medium)

    I was still getting the error

    SO!!!! I went in and custom lowered security settings in IE even further. My PC is basically a nude woman spreadeagled on top of a bus travelling along a windy motorway at 200 mph trying to catch flies.

    But it worked! Instead of 10MB at a time i'm so far up to 300MB in one try. Touch wood.

    The error came back: but at least im pulling 100's of MB at a time... so it'll only take about 30 attempts to download the whole thing!

    EDIT: 3rd try and I'm up to 1500 MB. My PC is going to need some serious cleaning and scanning after this.

    I don't think anything I did actually had any effect... it's back to 10 MB at a time, and having to restart constantly... there was a random run for 20 minutes in which it was fine...

    Why are you cancelling your account because your computer is having issues?

    Can you try running something like network monitoring (Netmon) and watching for what is causing the error (or what is happening around the time of the error)?

    Can you pull other large files? What is your virus scan turning up? Have you tried downloading the file to a second computer and then just transferring the files over? Unless everyone in this thread is able to pull together their information to find some commonalities, it sounds like it is not SE fault (as it would affect a large number of people) and more like the user computers' fault.

    I canceled my account because it is a lost cause, I have followed all the steps provided by SE to fix the problem, and nothing has worked. I have installed and updated several other games onto my computer and they all operate normal.

    1)Restart communication equipment
    Turn off the power of your communication equipment for 30 minutes to an hour.
    Unnecessary data accumulated on the equipment will be initialized, possibly allowing for smoother transmission.

    2)Update firmware of communication equipment
    Update your "firmware," the program running your communication equipment.
    If firmware is outdated, your communication equipment may not function properly, so please update your firmware before trying the version update again.
    *Consult with the help manual when updating firmware. Also, even if your firmware is up to date, rewriting it may improve the situation.

    3)Check settings for security programs and firewalls
    There is a possibility that security programs and firewalls are interfering with files related to the game. Please remove these functions for files related to "FFXIV: ARR"

    4)Check security services of your internet provider
    Depending on your internet provider or service plan, there may be security services included.
    Please confirm that these security services permit online gaming.

    5)Because other applications may interfere with your installation, close any running apps
    ?The following steps can be followed in msconfig to stop all apps

    1. If using Windows7, enter this character string in the search field near the bottom of the start menu
    ?"msconfig"

    2. "System Configuration" will be activated.
    ?Select the "General" tab and under the "Startup Selection" category, select "Select startup options"

    3. Remove the check from the "Load startup categories" box and press the "Apply" button

    4. Upon clicking the "OK" button you will be prompted to restart your computer.
    ?Windows will be started with the minimum amount of applications running, so please try your download
    *Please follow the above instructions at your own risk. Settings will have to be set back to normal after the download.

    6)Remove routers
    In order to diagnose the issue, remove routers and hubs temporarily.

    7)Check router settings
    Check the settings of security functions (such as SPI) for your router.
    Also, use a port that can be used for the game.
