It's an excuse. A bad one that can be picked apart in ten seconds flat with little effort. They don't want to add Thief at this time plain and simple, if they did it takes literally no effort to work it in story wise. In the future who knows, but it will be a long time before Rogue gets a second job.
As for the Pirate comment, it's called privateers. State sanctioned piracy, or land based theft I suppose. The idea that a group of thieves friendly to their local government is impossible is just silly. Those types of men have been very useful to societies throughout history, or at least the other men who offer them enough. Take a look at our dear Admiral, do you think she would shy from a bit of larceny or the like?
Then they lack creativity. They can just make the THFs guild in a hideout in the open world. No need to be in a city. Still hoping for RDM and THF to make this a complete FF.
