Uh... nah. Mor Dhona isn't a city state. They aren't going to put all those things there just cause that's where you like to hang out. It's died down quite a bit anyways since they introduced the Party Finder anyways. People hung out there cause they shouted to form parties.

If you look at the nature of the construction + the story-driven increase in population, formal self-governing will be needed at some point in the near future. I foresee Revenant's Toll becoming an independent city-state at some point in the story (possibly with the first expansion).

More and more, it is becoming clear that the intention of the development team is to allow us to watch Mor Dhona transform from a Podunk outpost to a thriving city-state,

possibly under the rule of the Scions.

The latest additions have made their intent fairly clear, now that the collection of merchants in the square have now transformed into a proper marketplace, and the construction on the north-facing portcullis is complete. While I don't necessarily think a thread like this is necessary, it is fare from misguided.

Not sure what things are like on your server, but More Donuts is still very busy on mine.

I've said this before and I'll say it again: I think it'd be cool if MD expanded up instead of out, and became a sort of city within a tower.

I see an equal amount of people in cities, with Mor Dhona having a slightly higher population at any given time. It's pretty crazy during my server's prime hours though. I like your idea, by the way. The whole city-tower thing would be pretty awesome.

It is but think of it this way. We are like the peacekeepers of Erozea. Or police comparable. So by comparison, Mor Dhona is like our Dunkin' Donuts It is where we go until something else pops up that requires us to go back into the field, DF/PF.
