Not really. Just to access Levi EX you need to complete content (HM and EX Primals) that will net you a relic along the way as well as access to a second i90 from the other EX Primals. The Levi EX fight isn't too terribly hard of course, but the trek to get there isn't a cakewalk. Even once you have Levi access and you're farming for alts you have to fight RNG and other lotters potentially meaning it can actually be faster to grind an i90 Zenith if you have the Myth. Fetch quest, item purchase/meld, 5 fairly straightforward trial fights that can be done in an hour and 300 myth and you have a base relic.
The difficulty of finding a competent group is more often than not dictated by people's schedules and job availability rather than their skill. But I agree it's still probably a minority of the playerbase who don't have problems learning new content quickly.So think about that for a moment. If it's so hard finding competent people(I agree here actually), that means there's very few of them. That means very few people are skilled enough to do the content and get the weapon. But Relics, anyone can get, just takes a while. There's a reason they decided to make Coil weapons the best, and said they would be the best.
I would have been done with T9 a month ago if finding other competent people to play with was simple, so it's incredibly frustrating that I have to go through this long and tedious process to get a weapon that is inferior to something I deem quicker to obtain. I don't want to dedicate all my play time to obtaining this Novus weapon yet I know if I go casual at it it's going to be trash by the time I get it because I'll have either gotten a sand to grab an i110 soldiery weapon or beaten T9 and got lucky.
I don't know what the audience is for this weapon. It's no use for people in decent Coil statics because they can get i110 weapon easily and have a shot at an i115 weapon, and it's too tedious and time consuming for any casual player to bother with.

The real question is, what are you going to DO with that i115 relic? If it's equivalent to the best weapon in the game, why bother going through coil? And if you actually plan on USING it in coil, wouldn't you want something relevant for the even harder job of finding a group, researching, practicing, scheduling, coordinating, and getting (un)lucky once a week for loot?
Or..... are you just going to sit there and stroke it, saying "I got da best stuffs" and not bother with coil (since all other content can be done with a simple Zenith)? As a side note, I don't think the people who ask for relic to be top tier gear ever have any interest in running coil, except once or twice to confirm that it's too much work dealing with mechanics. Personal opinion...
