They are not confusing anything. They are adding pure grinds and making weapons rare and even more rare, while the line progresses further. It is an option beside H. Allagan, Soldiery, Primals ( hint hint, dont toss your iffy/titan weapons etc )

If you do not like THIS option, there are more options for you. Leave it to those who actually does like grinds.

Are there a lot of people excited about doing this themselves? I haven't seen much of that so far.
