Once Roulette Rolls a dungeon, you are stuck with that dungeon until reset. If you leave, you get the 30 min penalty as usual. If you que that roulette again, you get the same dungeon.

Actually I think it only says that people who leave dungeons repeatedly would be teamed up together, so that they screw on each other and get angrier. I don't know, it feels like the wrong method. More a punishment than an actual "fix" to an abused exploit.
