Why can't we all have housing? does SE have to skimp on servers that much?

I'm not sure if adding wards are a necessity right now, not all plots are filled even on Tonberry, an ultra populated server.

Increasing the relevance of FC housing and what it can offer seems to be more important than simply adding new wards.

That is the case on your server but not all servers are like yours with available plots. I'm on Balmung NA LEGACY and we have about 2 small plots left in Ul'dah. Every other plot is gone on my server. In the future please speak for yourself or your server alone especially if you don't know the condition of other peoples servers. I think it's only fair to allow those who have not purchased land the opportunity to do so. Adding additional wards should take priority over adding features to housing until more of the playerbase is allowed to experience this feature.

with 2.3, defunct FC housing will also be removed, potentially opening up more plots.

I did mention that i'm "not sure" and I specifically mentioned Tonberry. Are you certain that on Balmung all plots are taken, including M & L sized plots?
