The only option they would have would be to introduce Levi tokens you can use to buy the drops if you're having bad luck, but to avoid people having a full wep collection in two days you'd probably have a weekly cap that maybe nets you a weapon a week. Would likely have to save up 2-3 weeks for a Mirror. Not sure on the mount. The best bet with the mirrors really is to run with your FC/LS mates, otherwise you're rolling potentially against 7 other people each time you see a Mirror drop. What I wouldn't mind seeing for the sake of FC/LS groups mostly is something similar to the way drops work in FFXI with rare/ex items. If everyone in the group has the item it cannot drop.

Been through Levi EX a little over 200 times now. This is what I've seen drop...

-4 Mirrors (rolled a 2, 13, 34, and 40)
-ZERO Mounts
-ZERO Wave Bows
-ZERO Summoner Books

So... come on... over 200 times and I'm still farming this..

I saw 3 SMN books in a row but only 1 mirror ever and no bows either. D:

200 times? Please. I probably farm close to 400-500 to finally got a mirror and have everything from Levi.

In the time it takes to farm for a possible mirror...you would of gotten animus done....for most people ..some have great luck.
time for math purposes rough times. 10 minutes per levi including form times id say is a decent average. so 6 levis an hour. In 15 hours which is average to get all atmas... youd get 75 levis done. Would be lucky to see a mirror in that time. So now lets x8 and assume static so 600 hours of actual levi time...with the assumption its all clears.

So another number...7hours per book...need 9. 63 hours but round up to 65. and another 10 for doing the books. So now 90 hours for your i100 which willl soon go to i110...lol at mirror farming.

Total playtime for 8 mirrors 4800 man hours.
Total playtime for 8 i100 animus 720 man hours...

And then you realize some animus just plain sucks and farming levi is more fun than farming atma.

and then you realize that novious is i110 and customization, the only thing that makes the wave book better is the accuracy which, you can still get enough acc in gear/food any who. you i100 levi book is not going to be better then a novious or high allaga, so yeah hes right about the math.
