Balmung is pretty much all 3 points. Additionally it offers everything people may want (not sure about PvP though) Endgame, Social environment basically any kind of FC you could ask for, and roleplaying. We even have what plants crave, electrolytes.

So unless some server have unusual large amount of people not in FC... should be somewhat accurate.
Notice the Legacy marks by Legacy servers and the Data Centers are marked with region flag.

I've been in Balmung for 2 weeks.
Lot's a friendly people, people RP in Ul'dah and all. I felt like people kept to themselves.
They're respectful because 2 people invited me to a FC with cute personal text, I declined but I get more ninja invite's than Leviathan. A lot more.
More people in towns too. I just didn't feel like it was right for me and Leviathan feels more at home. But it's bustling with RPer's and people
and I occasionally AFK in Ul'dah just to watch them RP. The Market isn't bad to me, I felt like I made more money there too. O:
My only dislike was I've seen some trolls..not a lot of them openly talking in Levi and I've seen RPers do light e-rp in public. Otherwise
I liked it.
