In all seriousness though, all they said was that they were going to change the recipes around to make arrows easier along with other crafting recipes. They didn't say anything about infinite arrows. And you won't get EXP while logged off, think of it more as Guardian's Favor, WoW's Rested EXP Bonus, or an EXP Band from XI. The longer you don't play, the more EXP bonus you get.
