If that doesn't works, in the next FATE, target him again and write "/annoyed". If doesn't, "/angry", if doesn't "/furious".. After all that....Embrace the world of teleport to the aetherites and troll them.
Turn around and /follow them. When they notice you aren't moving they'll start to walk themselves and then you'll get the free ride.
Just go doing your own business. If you do something specifically just to make the person following you to be stuck, you're just wasting your time.
It could be considered harassment if you're not even in party with them.

While I don't do it often, there's been occasions when I've locked on to someone because I want a moment to eat or whatever. For all the reasons mentioned above, though, I don't make a habit of it. It's just too easy to get brushed off, even if the person you're following isn't TRYING to brush you off. Even something as simple as a tight turn around a wall can cause you to bump into it and get stuck.
So, yeah, if these folks are truly bothering you, it's very, very easy to get rid of them.
Try to blacklist the player maybe they can't follow you if you put them on Blacklist
