You don't need to change servers. Don't abandon friendships made when it's really not that big of a deal.
I run on the Excalibur server and have about the same latency as you do. You can do everything that people in under 100ms can do.
From you put your OP it seems that you aren't used to how the mechanics fully work in game yet.
Just to go with you Titan HM example. You have a lot of time, even if you go to dodge as the weight appears around you. This catches out players on less than 100ms latency. It's all about practice, even for those with no latency issues.
To answer your question about on how viable content is with 300ms. It's very doable. I've been practicing T9 the past couple weeks (on and off due to our group's schedule being poop at the moment), so there is effectively nothing stopping you from getting to the same point or further (in later patches).
I post this in every single thread that regards latency issues. It's my tracert to the NA/EU data center.
I'd like to note that I normally attack threads complaining about latency, but you're quite possibly the first person who's asked "what can I do that could help me out?" instead of "OMG SE FIX IT!"

Once you go JP server group you never look back, don't let these people stop you from making a wonderful decision.

Those double plumes are barely dodge-able even for people with <100ms
If I were OP, I'd save all the trouble and just move to a JP server (Tonberry is famous for having an international community) for less latency and headache.
