May have just been that the leader in the group selected not to be in the queue. When someone leaves, the party leader gets a pop up asking if they want to look for replacements.

This sounds correct. Always have your friend verify that their DF is actually trying to find new members. If it's not searching for new members, you definitely won't be able to show up and help. I think the dungeons also have some kind of time/progress combination at which they won't search for new members. And some Duties I believe have notations in their description "Cannot Add Members" , and, I think a fully premade party is also ineligible for finding new members. I could be wrong on some of this though.
