I have an even better question:
what is up with 'offering everyone a chance to world transfer since they may have gotten stuck in a server they didn't want' when you limit just where you CAN go?
I transferred a character from 1.0, and did not get any choice in what server I played in whatsoever. at the time of wanting to transfer worlds, my FC all agreed we wanted to go to a NON legacy server. but we couldn't.
and now that they have -finally- allowed legacy to go non legacy server... it isn't until much later after they make it cost 18$ per transfer. what happened to giving us a chance to go where we wanted in the first place?
not saying it shouldn't cost something, that of course is up to them... but they should have at least allowed us 1 free trip to at least have the chance to take them up on an offer we couldn't use months ago because they restricted it themselves.

I doubt they do anything for this... the best thing you can do is contact support and see if they can they can offer you support for this.

I just transfered from Balmung which is a Legacy server, and I am also a Legacy player, and I have moved to Odin today which is nonlegacy

You did have an option of a free trip between legacy worlds back before 2.0 came out and they announced which 1.0 servers would merge, data centers, etc. I'm sure you already knew that, though. They made it very clear that we could not move to non-legacy for quite some time.
