The new city should a Garlean city where it is a like police state and the majority of the NPC will report on you in addition to cameras monitoring you. So to move about you need to escape detection. Of course you should be able to find dissidents and resistance cells to work with, and perhaps get tools to hack into to their systems and steal loot from warehouses, stowaway on trains, and such, and have dungeon runs thru run-down industrial sectors etc.
Ishgard will likely be turned in to an instance of some kind, either a dungeon or a battle like big bridge. I can see SE doing that to anger players who have been waiting all that time. The new city would be something totally new. I'd like to see something like an abandoned allagan city in the sky that Domans and adventurers reclaim.

Bhujerba was always one of my favourite cities from FFXII. In fact, lemme dig up an image I used during the last few times this topic was discussed...
A city on the ocean like the Ancient City of Giruvegan would also be sweet...
And of course... Ishgard. Would be great to finally access that place. I can already see the place filled with the hundreds of Dragoon elite troops all decked out in shiny Astrum gear or something.
Anyway, if we cant get Ishgard, at least give us a city that looks similar to Ishgard... something with massively ascending towers somewhere in the desert. Wasn't the invisible city of Belah'dia supposed to be historically in Thalalan? Perhaps it could be similar to the city of Nabudis before the Archadian empire decimated it...

Ishgard will always get my vote, I really cannot wait to see it, though guessing it will be surrounded by ogres, shiva out for revenge and a lot of dragons
