That is how it works mostly, although I'm making a video right now to try to help prove it, its hard to avoid procs lol. Even ignoring the flare convert at the start I can do 310 average, just by watching my ticks and casting the right spells.

That doesn't give accurate numbers though. Parse for 5 minutes while doing that and see how low it goes.
